APES 225: Valuation Engagements and Reports
Which valuation engagement are you accepting? Apply APES 225 to scope, instructions, supporting records and the report your work can support.

APES 225 governs valuation services provided by accounting members to clients or employers. It connects the engagement accepted, the evidence obtained and the value communicated. Decide what work the instruction permits before describing the resulting opinion.
Identify When APES 225 Applies
APES 225 applies to members whose professional body adopts the standard. It covers estimates of value for businesses, ownership interests, securities and other assets or liabilities. A public practitioner accepts a client engagement. A member in business receives an employer’s assignment. APESB’s valuation-services overview identifies the applicable services and current pronouncements.
A factual transaction reconstruction can identify receipts and payments without estimating the value of a business. Adding a column of amounts is arithmetic support. Selecting a valuation method and applying judgement to produce an estimate of value changes the task.
Classify the substance of the work. A document headed ‘preliminary observations’ can still communicate a value estimate. Equally, a source-linked ledger does not become a valuation because a valuer uses it. The broader APES 110 ethical framework remains relevant to the member’s work.
Classify the Valuation Engagement
The three engagement categories differ in the member’s freedom to choose the work and the evidence available. APES GN 20 explains the scope continuum and the professional judgement it requires.
| Category | Scope and judgement | Result |
|---|---|---|
| Valuation engagement | The member can choose appropriate approaches, methods and procedures for the circumstances | Conclusion of value |
| Limited scope valuation engagement | Restrictions prevent otherwise appropriate work and are reasonably expected to affect the estimate materially | Conclusion of value within the restricted scope |
| Calculation engagement | The client or employer agrees the approaches, methods and procedures with the member | Calculated value |
The guidance generally associates narrower work with less evidence on significant matters. It also recognises that the work performed can overlap across categories. Counting documents or hours does not establish the category.
Consider a fictional instruction to value a shareholder’s interest using only selected bank statements. Ask what the selection excludes and whether the restriction prevents work needed to assess the interest. Missing liabilities, ownership rights or financial information could change the assessment. Calling the result a full valuation before resolving those restrictions would misdescribe the instruction.
Agreeing a particular calculation is a separate decision from accepting a restriction on an otherwise member-selected valuation approach. Record which situation the instruction actually creates.
Set Terms That Match the Instruction
Public practitioners must document and communicate engagement terms. APES 225 paragraph 4.2 requires category definitions, the category if determined and applicable scope-change, calculation, independence and compliance statements. Use the operative APES 225 standard alongside APES 305.
For a usable instruction, identify the subject interest, purpose, intended users, valuation date and permitted report use. Allocate responsibility for supplying records and answering enquiries. Distinguish the value of the whole business from the value of a particular interest. These practical particulars help prevent the lawyer and member from working towards different questions.
In the fictional matter, record precisely which statements are available and which requests remain unanswered. If the lawyer later authorises wider enquiries, preserve the revised instruction and assess its effect on scope. If records remain unavailable, decide how that affects classification and the proposed conclusion. Silence in the engagement file gives neither party a reliable account of what changed.
Document the Member’s Valuation Judgements
A useful file lets another practitioner trace a material input through to the conclusion. APES 225 requires working papers explaining the work and the basis and method of calculations or estimates.
For the fictional shareholder instruction, preserve the records received, enquiries made and responses. Link each material assumption to its reason and record how conflicting information was resolved. Separate an observed payment from an assumption about its ongoing economic effect.
For example, a recurring bank credit can support the amount and timing of receipts. Decide whether it is customer revenue, borrowing or an internal transfer before using it in a valuation input. A ledger entry alone does not establish that classification or future maintainable earnings. The separate business valuation guide addresses methods and their financial inputs.
FinTrace supplies a searchable ledger and findings report with direct references to source PDF filenames and pages. This gives the instructed member the underlying statement evidence for financial inputs while saving time on statement reconstruction. The member makes and documents the valuation judgement.
Prepare the Valuation Report
APES 225 paragraph 5.2 requires written public-practice reports to communicate the parties, subject, valuation and issue dates, purpose, responsible members and qualifications. It also covers scope, value basis, premise, independence, methods, information, assumptions, conclusion and material qualifications. Further conditional disclosures apply.
Use those requirements to review the report, rather than treating a sample report as a universal template. Explain how the selected methods were applied and what the evidence supports. Keep the conclusion’s description consistent with the accepted category.
Limited-scope and calculation reports must state that a valuation engagement might produce different results. For independent work, address the required non-contingent compensation statement and compliance statement. Oral reporting has its own communication and documentation requirements. Members in business consider the reporting provisions as appropriate and practicable.
In the fictional matter, identify the excluded financial records and explain their effect on the work. Do not turn a limited collection of bank receipts into an assurance that all assets or liabilities have been captured. GN 20 identifies suitability for the intended purpose as a consequence of scope restrictions.
Resolve Changes Before Issuing the Opinion
Review the instruction and report side by side before release. The responsible member can use this sequence to locate unresolved decisions.
- Match the valued interest, purpose and intended use to the latest instruction. Resolve any difference with the instructing party.
- Follow each material input back to its evidence. Assign unsupported assumptions or contradictory records to the member for a decision.
- Compare the engagement category with the work actually permitted and performed. Correct the description and disclosures if the scope has changed.
- Confirm that the report explains material restrictions and uses the appropriate conclusion terminology. Preserve the review decisions with the issued version.
If further records arrive, assess whether they change a material input, assumption or restriction. If the purpose changes from negotiation to a different use, reconsider whether the existing scope and report remain suitable. Record that assessment before reusing the earlier opinion.
