Build your combined copy
50 files max: 50 MiB each, 100 MiB total; 500 combined pages.
JPG images fit within A4 pages with 24-point margins, without cropping.
Document bytes stay in this browser tab. The tool does not upload or save your files to an account.
Choose local files to begin. Your original files remain unchanged.
Working copy: forms fixed; digital signatures don’t authenticate it. Check annotations/links.

Merge Files in a Chosen Order
Up to 50 files, 50 MiB each and 100 MiB combined. The combined copy can contain up to 500 pages.
Add your PDFs, then use Move up or Move down beside each file. Leave its page field empty to include every page. Enter 3,1-2 to include page 3 first, followed by pages 1 and 2. Repeating a page number includes it again.
For example, selecting 3,1 from a three-page statement and all pages of a two-page letter creates four output pages. The manifest records statement pages 3 and 1, then letter pages 1 and 2. Keep the originals alongside this assembled working copy.
Check Page Counts and Labels
The manifest maps each output page to its source filename and page number. Compare its rows with your intended bundle. A skipped number can be deliberate when you select ranges; an unexpected repeated source page needs review.
Optional labels start at your chosen number and use your prefix. For example, prefix B- and starting number 8 label four pages B-8 through B-11. These are PDF navigation labels and manifest entries. They do not print a number onto the page, and some viewers display only physical page numbers.
Preview the combined PDF and compare its first and last pages with each source. Filenames alone do not identify unique documents, so distinguish files with identical names before merging. Use court book preparation guidance when planning a bundle’s index and presentation.
Use a Local Tool Without an Account
This free PDF merge tool processes the files in your browser. You do not need an account or a desktop application. Use a current browser with JavaScript, local file selection and file downloads enabled.
The tool accepts up to 50 files, limits each file to 50 MiB and caps the total at 100 MiB. Select at most 500 output pages. A phone can run out of memory within these limits. Split a large bundle into smaller working copies if processing fails.
The preview opens a local PDF in a new tab. If your browser downloads it instead, open the downloaded copy in your PDF viewer. Changing a selection clears the previous downloads so you can create a replacement.
Handle Files the Tool Cannot Merge
Encrypted and damaged PDFs are rejected. The tool does not ask for or remove a password. Save an authorised unlocked copy using your existing PDF application, then select that copy. A failed merge produces no partial download.
Form fields are flattened to keep their visible appearance in the working copy. The combined PDF does not retain valid digital signatures from its source documents. Check form values, signature appearances and annotations visually before using it. Bookmarks and document-level attachments are not carried across.
Merging does not compare document versions or remove sensitive content. Keep source documents for any later authenticity check.
Merge JPG Images Into a PDF
Choose JPG images mode, add your local JPG files and arrange them with the same ordering controls. Each image becomes one A4 page in portrait or landscape orientation. The image fits within the margins without cropping or stretching.
Preview the combined PDF before downloading its final copy. Each JPG must contain no more than 24 million pixels. Image content remains an image; the tool does not recognise text or add an OCR text layer.
